"We don't need an OpenAerialFoundation to take in donations and run a
data center, we need a way for people to bind their servers together
into a federation, with minimal input"

>From a users point of view, that's the objective IMHO. I will be trying
to convince my city to share its air photos for the upcoming 2013 Summer
Canada games. In fact, I'd like to serve the data together with OSM
data so that we have a free equivalent of an "hybrid" GYM (with more up
to date data) to provide the map and directions data for the games.
Hopefully, a couple of years down the road, I can easily hook up an air
photo server (whenever that happens) to the "common cloud".

My 2 cents,

Yves
