If they did, they didn't put them in the same place as all their previous aquisitions. Rectification for some layers was somewhat poor or (in one case) systematically shifted; generally speaking, the registration of images against other sources is very good. With limited GCPs, of course, it's difficult to know what is 'correct' without more ground truthed data, but I don't think that imagery offsets are the primary source of any bad data. (When there were fewer imagery layers available, it was far more difficult to observe which was 'right'; with PaP now having almost a dozen layers of imagery in some cases, this is less problematic.)
