I don't know if there is a generic version, given there no standardisation at all for shapefiles. and2osm converts the specific AND format to OSM and it could probably be altered to suit other shapefiles, but it's not generic. Note that there is a generic shapefile to postgresql converter, so if you just interested in rendering that might be easier...
