It's not what's causing the problem, but to me that's just incorrect. Valid tagging to me could be: Untagged: It's just a hole in whatever its parent polygon is. Tagged water: It's a hole in something that is water, so it identifies itself as a "water hole" To tag it as land _and_ make it part of a multipolygon seems to be a double negative.
