Um don't you mean the data browser?

Click the little blue plus in the top right, and click data.

For cafes near lat lon, you can use the search box with the search:
cafes near 51.517,-0.267

Of course you should use your own lat, lon.

You could always put what you are looking for on your own site, and then bingo you have a map doing exactly what you want. This is the whole idea of osm.
