With Map Warper http://wrp.geothings.net/ you can rectify the image use ground 
control points against existing OSM data, or Landsat. There's a WMS end point 
for the warped image you can configure for use in JOSM.

Subject: [OSM-talk] Using images as a backdrop for editing OSM data

I have several free images which show some data I'd like to have on
OSM, e.g. administrative regions like this one:

What I'd like to do is import this image into some OSM editor and be
able to adjust its size and dimensions to fit the area I'm working on,
in this case a whole country.

I normally use JOSM but does any OSM editor have support for doing
this? Preferably something easier than having to write my own WMS.
