yes, requiring a timestamp does not stop maliciously adding tainted
data, but it is helpful in preventing such data being inserted because
of ignorance or distraction

also, some sort of timestamp is useful to add an order to the points
in the gpx and this would be required by any attempt to convert them
to osm ways with a script as somebody is trying to do
