There are a couple of proposals kicking around under fairly average names that attempt the address the subjective issues raised in smoothness, and to improve the surface type and surface condition descriptions (as well as attempting to deal with this issue across multiple transport types). http://wiki.openstreetmap.org/wiki/Proposed_features/usability http://wiki.openstreetmap.org/wiki/Proposed_features/surface_unification Parts of a proposal I made on the Smoothness talk page are incorprated into the surface unification feature, some of which I think has potential provided sufficient loving is given to the proposal.
