You could be more compact by using only 1 extra tag: FIXME=needs to be  
checked on the ground as .....

General theme of meta tags:
A FIXME tag should be removed once the data has been checked.
A note tag is likely to be there permanently as a note for other  
mappers, to prevent them from changing something which really  
shouldn't be changed, such as when you know better than what is on the  
ground.
