In Belgium those links all have their own road numbers. The A1 road for example would have a link with reference number "A.001.123" (and service roads which aren't accessible have references like "A.001.123.S001") -- and those road numbers are signed. So either using the reference from the main road it links to, or using the motorway exit number wouldn't work here.
