It found an area but not the town with this relation: http://www.openstreetmap.org/browse/relation/142697 The relation itself should be ok and is used for the street-check: http://osm.gt.owl.de/Strassenliste/Schieder_Schwalenberg/Status.html All towns in NRW should have a working admin_level?8 relation.
