the problem is Tiger contains tons of dead data. I can send you pictures of roads you cant find without gps anymore. single roads completely misaligned. whole areas shifted. As you write on top it's a compilation from many sources and incredibly precise in other places. I and some others checked PD data from Santa Cruz county and even the official disclaimer tells it's highly inaccurate in rural areas. Still Google has imported it down to parcel data. How can anyone expect better data from Tiger if official county data is off? In some places around Tahoe my navi (Teleatlas data) jumped all time to the next parallel road. Comparing with osm showed why.
