I found the Point of Contact for Poland at the EEA's website, here's the catalogue for Iceland: http://eea.eionet.europa.eu/Public/irc/eionet-circle/Home/central_dir_admin?fn=roles&rd=1&af=0&ud=1&od=1&act=srch&v=eionet-*-*-*-is I first talked to a lady from the local Environment Protection Inspectorate on phone three weeks ago and she seemed pretty conscious of their copyright and the will to control where their data gets used so she was rather pessimistic about releasing the dataset under CC, but told me to submit the access forms anyway (they have the data on an ftp with password) and describe OSM. They're supposed to answer over snailmail. I'd have mentioned Estonia in the document if I knew about it, I only mentioned France, including a screenshot of how the attribution is displayed (requested by the lady...)
