What do you mean "change the license"? Isn't your position that CC-BY-SA is invalid in the first place? The OSMF doesn't need permission to make a contract between itself and users of its websites. At least, not if you think that whole "You may not offer or impose any terms on the Work that alter or restrict the terms of this License or the recipients' exercise of the rights granted hereunder." doesn't work.
