Having no license at all and while your country has signed the Berne Convention means legally "don't touch my work, unless you ask, and I willingly give you my permission". Suddenly lots of things become illegal, unless you provide a notice saying for example "without asking me for permission I grant you commercial or non-commercial use, and you can change this data and distribute the data etc etc..
