It has little to do with the material it's made of, it's all about how
much mass an object has, the more mass the more it will absorb RF.
Trees can absorb enough signal to prevent a lock or greatly reduce the
accuracy etc.

Newer navigation satellites increase the amount of RF being sent, but
that won't help if you have several floors of concrete above you.
