Yes but this is really not the focus of OpenStreetMap. Remember that our focus is mapping stuff that is visible on the ground. The kind of maps discussed here rely almost entirely on stuff that is not visible (administrative borders, mostly). These are not one of our strengths, and never will be - we can of course import them from somewhere but if they were freely available, so could Wikipedians drawing maps...
