Not necessarily. On changeset lists which does display the changeset comment, you only see the bbox coordinates and people have a poor grasp of which coordinates correspond to which location. You have to click on to the changeset page itself to see the map of the bbox (which is inconvenient if you want to check out several changesets), and the location is still not obvious if the bbox is zoomed in and you're not familiar with the area. So, it's not glaringly obvious. You have to do a bit of work to determine where the changeset is located.
