Lately, there were many cases of spam in russian OSM diaries

step-by-step instruction on how to setup josm and other tools for
Google Maps (and other proprietary) satellite imaging tracing.

Who's to mail to delete such stuff? Is it possible to assign more
moderators from Russian OSM community to deal with it faster?

Most spam is trapped automatically. There is one flaw in the current detector that I need to fix which I suspect is what let at least on of the messages you refer to through.

We don't any system of moderators though, so there is no assigning to be done.

What will probably happen at some point is a way for people to report stuff which gets through, but some backend work is needed before that can be done.

I've killed these ones. The first one is a bit odd because it doesn't actually have any links!

That one's tricky - it looks like that is probably the user's own establishment that is mentioned as they have also added it to the map.

I usually give people a bit of leeway on that sort of thing.

We don't normally remove posts which just suggest doing things like tracing from Google - we rely on people adding comments explaining why it should not be done.

I have to say that, if the Google translation is anything to go by, then the comments on that one don't seem very constructive. It's better to explain why people shouldn't do it than to just rant.
