Who?  If CC does it, they probably aren't going to include ODbL
(http://wiki.openstreetmap.org/wiki/ODbL_comments_from_Creative_Commons).
 When I asked freedomdefined.org, I was told by Benjamin Mako Hill
that "it's outside our scope, at the moment, but if folks want to
think and talk through this, I wouldn't mind someone creating a nice
standard and a set of supportng documents on the Freedomdefined wiki
and would even like to participate".  FSF and OSI are focussed on
software.
