I personally believe that it wouldn't have been unreasonable to expect a mail at the beginning of each major phase in the process. We probably wouldn't be having this discussion if that had happened.

In any case, the available numbers (odbl.de) show that an overwhelming majority of the larger and active contributors have accepted the CTs and it simply a question of reaching out to the infrequent and dormant mappers to get higher acceptance in the "popular vote" (as we all know there isn't actually a vote).
