variations on this have come up recently, and there's some discussion on
talk-us. the concept is evolving into providing a service where there are
instances of the OSM software stack with the goal of providing layers that
can be used in mash ups against the "real" OSM database.

my particular interest is in providing for historical data that would clutter the
OSM core. others are interested in an environment for conflation and/or for
prestaging candidate data for the core. experimental tagging laboratories are
another potential use for this.

the current state of the idea is that one of the soon-to-be-acquired OSM US
servers can be configured to provide this.
