I wonder what would be involved in creating a public OSM-like streetview
system.. would it even be possible to create enough of a standard to
allow users to contribute their own streetview-like images or video
streams in a way that the data could be freely available as in OSM?

If we can have standards such as WMS that all aerial imagery suppliers
can use, surely it shouldnt be too much more to create a public
street-level imagery service.

Another thought is some sort of free service like panaramio where Joe
Public can upload georeferenced photos, that can be used in conjunction
with OSM.
