I'm think about this all the time for almost a year, especially when going out for mapping. I fully agree that we need something like this, because because it is hard to grasp all data at once when mapping, and better have first level's high quality data than average to low data for all levels. Your detail ratings make sense, but I would also add POI there. Combined with roads it would be good starting block for measuring quality and asserting need of additional mapping.
