It sounds like the difficulty you're having is partially linguistic.
I'm having trouble following you, but I'm going to give it my best
shot.  It looks like you're already asking on the kosovo list, which
is probably the best place for your question.

The names of streets should be tagged as name=, not addr:street.

Addr:street is used for addressing, which is for individual buildings
or address points.

As you can see there, we support names, and if the feature has more
than one name (due to different languages for example), we support
that too.

Some streets don't have names yet, and this is a problem for your reports.

In OSM the lack of a tag on a way means no one has named it yet. The
best thing to do there is to identify the street which have this
problem and name them (go out, find the name, stick them in OSM).
