there is the true-offset process which aims at creating an automated
mechanism for distribution of these offsets. Unfortunately bad aerial
imagery not only has an offset, but is also distorted in respect to
what it should be, so moving alone can not completely solve the issues
(in hilly terrain you will have different offsets every few meters).
