I don't think this is the case because when I am using JOSM, the old hires imagery is loaded instead of the updates.
You can see the outline of the old imagery here: http://maning.github.com/Imagery_Coverage_Map/#10.685173,122.583121,17 Click the bing baselayer to see the updated imagery. In josm, only the old imagery is visible.
