I'm not sure about that:
* somebody who is not active in OSM doesn't know about a SOTM or doesn't join it as it doesn't seem relevat to him * The "big SOTM" does maybe not addess the needs of a local mapper as it covers more global issues in the talks
* There might be barriers regarding language of a international SOTM:
if you do two tracks (English and local-language) a participant from another country nearby might understand nothing as English is not so common in Asia and e.g. a person from China might not understand Japanese...
* in the past the "big SOTMs" have not been that beginner oriented...

So for me it makes more sense to do regulars' tables or mapping parties => much more practical and easier to learn for newbies.
