Hang on - they've been editing since 5th September, it's just over two weeks later; their changeset 13180810 contains 21976 nodes and they've imported some buildings in error 4 times?
Surely they're exactly the sort of person who needs to be told "whoa horsey!" and given a suggestion that they have a chat with someone in the local community?
