A few things that I'm still encountering that might be easy to detect: *One-way streets that aren't connected to anything at one end. *Motorways or Trunk that are dead-ends (probably could be extended to *-link, and maybe to Primary/Secondary, but I'm not sure how far you can go before it becomes something that needs a survey).
On a related note, maybe implement a way to flag something as needing a local survey and create a new bug in OpenStreetBugs or another bug tracker? (Or is this there already and I have missed it?) You might check some of the things KeepRight <http://keepright.at/> identifies, or possibly get their error dump and work from it.
