I can confirm that the Irish OSM community (well, Dermot) ran an import of the GNS data for the island of Ireland in 2007.
The dense blob is the County of Longford where user PaddyMatthews (http://www.openstreetmap.org/user/PaddyMatthews/edits) has been painstakingly adding townland and other boundaries (typically admin_level=10) to the map for the last year or more.
