My suggestion: when big, highly visible changes are coming, that non-dev community members might have an interest in, consider just dropping a line to talk@ like this: "Hi, we're working on some cool new map controls for the front page. Check out the discussion here: <link>". (I don't think it's practical for non-developers to lurk on development mailing lists on the off-chance that something interesting will pop up.)
