The page for proposed harbour features mention quays but does not even propose a tag for them ! http://wiki.openstreetmap.org/wiki/Proposed_features/Harbour#Quay What sort of conspiracy against quays is going on here ? Considering the success of man_made=pier, I propose the anointment of the similarly modeled man_made=quay - to be applied to a way along a riverbank or the edge of a harbour's water, and of course mentioned in the wiki.
