You can use the Osmium tool (http://osmcode.org/osmium) to extract any
point in time from a full history dump
(http://planet.osm.org/planet/experimental/). Then use the usual tools
(osmosis etc.) to extract the area you want.

Instead of starting with the full history dump you can start with one of
these extracts: http://osm.personalwerk.de/full-history-extracts/

Another approach uses the history renderer. Might be better if you need several
points on time or want to do a video or so:
