It's the votes cast divided by the number of seats plus one:

So in this case we have 219 divided by 4 which is 54.75.

If you think about it in terms of an ordinary single person election that means the winner has to get half the votes as you would expect with the quota reducing as the number of seats increases so that for a two member election you need to get a third of the votes, for a three member election a quarter and so on.
