Hmm, I think he is correct. There are so many millitary facility in S.Korea than you expect. (For example, there was an army barrack in front of my old house where I lived 10 years ago. It was near the Seoul. I still can find the barrack in OSM.)
Well, another regulation is that if you want to host map data on foreign country you need an approval of local authorities. [1] (IANAL too, maybe some misunderstanding from my side) Hence Google is fetching Korean Maps data from local company instead of Google itself. (You'll notice the SK (blah blah) in the side of the screen which is hosting the data.) And... yeah, while I was doing my duties as administrator of Korean Wikipedia (resigned now), I have seen few complaints that Wikipedia is hosting the confidential informations and I can be prosecuted for hosting it.
