Complying with the OSM copyright just requires attribution, but complying with the Google TOS is more complicated, because you can't use Google's API (javascript library) to display non-google maps, and you can't access Google map tiles using an API that isn't Google's: https://developers.google.com/maps/terms sections 10.1.a and 10.4.e Google is strong-arming people into using their api+data and nothing else. My understanding is that legally the only way to display both Google and non-Google maps on the same page is to use a different javascript library for each.
