The criteria is not visibility, but verifiability. Main problem with What3words is that it is a small project with nearly no usage. Adding it in places where it has no real usage would be useless, pointless and spammy. ...and once again, as seems to be the norm in OSM, any minority interest which is not supported by the oligarchy gets mercilessly shot down.
