Maritime boundaries are inherently non-verifiable so in OSM they are generally mapped based on claims, ideally the UNCLOS declarations. For Libya: http://www.un.org/depts/los/LEGISLATIONANDTREATIES/STATEFILES/LBY.htm Such claims can of couse be disputed, conflicting with others or be frivolous to a varying degree.
