Hi, I would like to announce that I recently published a first version of a new open source tool called Jeography. It is basically a tile viewer with an optional offline search module for places (database required, can be downloaded and built with a CLI tool). It also offers some functionality for actions on the current map view's center coordinate and on selected rectangles / polygons. It still has many rough edges, but the core functionality is pretty solid. It's Java based and can also be used for integrating map views in other applications. Here are some pointers:
