At what zoom levels are they not rendered?
Surely these are still rendered when zoomed in close on the map and I would 
consider a higher priority of importance  that most other stuff that is 
rendered.

"Small" means "smaller than 3000 px on any given zoom level" (which was previously used only for rendeing labels) instead of 100 px limit:

In other words - now we show their shape only if they are big enough to have labels on the zoom level you are using currently. They will be shown once you zoom in, so they're bigger than 3000 px. Of course labels can be not visible due to some other labels or icons placed on conflicting positions.

The rendering on OSMF servers is currently being updated.
