Well strictly speaking it will ensure that the algorithm follows the opinion of those who bother to report something which might still be biased ;) There's work afoot for the OSM web site to allow changesets to be flagged as spam by any mapper. It isn't clear yet if/how the list of flagged objects will be publicly accessible but of course it could also serve as food for the filter.
