I was recently in the town of Izmail, Ukraine. Thee are quite a few cycling venues there. For example this new park on the shore of the Danube river:

Cycling is allowed in the parks there. Local population is using bicycles quite a lot; in fact I was surprised by it. There are bicycle parking amenities even near the temples; it is possible to see a bicycle parking near the Izmail cathedral and a bicycle on it on this image after zooming in:

I mapped some bicycle parkings, but come to think of it next time I will map them all.
