In my copy of josm I use "Download Object" found in the "File" dropdown menu. It opens a popup with instructions, and does allow multiple objects to be downloaded. Ctrl+Shift+O https://josm.openstreetmap.de/wiki/Help/Action/DownloadObject
When looking for help, Josm website links mailing lists, and the OpenStreetMap Forum.
