That would only return the namespaces of elements and attribute, not
namespaces declared but not used or declared but only used in content
(such as for types in XSD schema, or namespaces declared in XSLT but
only used in variable and function names).
To find all declared namespaces you want to use the namespace axis in
those products that support it or the fn:in-scope-prefixes and
fn:namespace-uri-for-prefix functions otherwise.
