Yes you can restore things but licenses will not be restored and the same
goes for unsigned software like TTS.

Subject: [Talks] e66 backup and update
Well I am about 2 updates behind on my e66. I been reluctant to update
because I have several programs and I think this would mean they would
have to be reinstalled. So, other than talks which I know regardless what
I do needs to be reinstalled, if I backup my phone either using PC suite
or to the memory card when the update completes can I restore everything
back using either the memory card or PC suite?
