As a foreigner who has lived in Buenos Aires for 4 years, I have to say that foreign dancers who come here on vacation bring an added energy to the milongas. Also,, the locals who enjoy dancing with them come out more in the "temporada de los extranjeros." So there's more energy from local dancers as well.
Sure, it changes the milonga's ambience: especially if a large foreign tour group comes in, but sometimes it makes it better and more interesting.
