I was once in a class where an 8CB teacher described the back step as 
"preparation" for the side step.  I think that aptly describes it's actual use. 
 

My pet peeve with the back step is that if a teacher is going to teach it, I 
think they really need to teach it with the man going backwards down the line 
of dance.  If teachers did that, it would drill in the idea that one always 
progresses forward as one dances.  But teaching it that way involves a bit more 
than just stepping backwards.  So on the rare occasions I do teach the 8CB, I 
only do so to dancers who already have some experience under their belts.
