Getting more men in tango IMO is a numbers game. Yes, there are a lot of things
that can be done to keep them once they're there, but most of those things
require a group effort and sometimes a change of mindset, things that are
difficult to implement. I suggest a more immediately productive thing would be
to just get more new men into the community in the first place.
A few years ago Stefan & Mitra in LA did a survey of what brought people into
tango. By far the largest percentage came to tango because of the
request/encouragement of a friend. Flyers/posters/advertisements did work, but
not nearly as well numbers-wise as personal recommendation from a friend. So if
you want more men in your tango community, spread the word. Get everyone to
invite/persuade men to try it.
