Andrew, I am not sure the woman initiates the process...what really happens is that an old friend or desirous partner sees her on the floor or at a table, he nods, she nods and then he invites her to the dance after he finished the one he is currently dancing. Women who initiate are very vulnerable to a rebuff...if anything, it might be a simultaneous recognition and response. This has happened to me many times over the years....I will enter a milonga, a man is dancing, he sees me, he recognizes me, acknowleges me, we both smile and say hello with our eyes, then he gives a little signal with his head, eyes, finger, that we will have a dance soon. But I would never initiate anything with my demeanor to indicate I want to dance with him. Sherrie

Part of "PUT ALL THE MEAT ON THE FIRE" involves navigating, making sure you don't run her into the furniture or other couples. So you need to keep your eyes wide open, including lateral vision. So if you are any good you will be in the outer lane, close to the tables, and you can't help seeing those sitting at said tables. It's your job. You would be dumb not to spot an invitation from at least 2/3 women each time you go round the floor. So, yes, the woman does the first move; the man eventually responds; if he doesn't, he either doesn't want to know, or he is too dim & hasn't noticed, In which case she doesn't want to know him either & good riddance with no time wasting being tortured on the floor.
